Bubble
So we have a grunge tutorial featuring Heath, so why not have Jakey have some spotlight?
You can use whatever picture you like, I'll be using this picture of Jake Gyllenhaal.
1. Select the selection tool, and change it so it's a circle instead of a rectangle. Make sure your Tool Options Palette is up.
(View > Toolbars, check off Tool Options Palette)
2. While holding down shift, add a circle on your image.
3. Continue to hold down shift and add a whole bunch of circles till you get a bubble/cloud shape.
4. Now invert the selection (Shift+Ctrl+I)
5. Select delete.
6. Stop there if you don't want a border. If you want a border select Effects >3D Effects > Chisel.
7. Set it to 4.
